DUSU Election 2025 Guideline to Contest the Election
The DUSU Election 2025 guidelines against defacing walls and property include the following strict measures issued by Delhi University to protect college and university premises from damage during campaigning:

In the name of welcoming students or for the membership drive by the students, no poster/banner is acceptable.
If the students whose name appears on a poster deface college/department/centre/institute premises without his/her knowledge, the candidate will have to remove it within 3 days. If a candidate thinks that poster is on any college/public/private property someone else without the candidate’s knowledge, if the candidate does not file complaint in the police station with proof of his or her identity and does not send a copy of the same to the college/university authority, the student may be liable to pay fine of Rs.25,000. They will likely face suspension from the college/department/centre/institution for a specified period, or even expulsion.
“Walls of Democracy”
Campaign materials can only be on two specific walls:
- Ban on Defacement: Any unauthorised wall painting, graffiti, or defacement beyond those areas is strictly unacceptable.
- Sensitisation and Affidavits: Colleges conduct orientation and sensitisation sessions on anti-defacement. New students must sign a strict anti-defacement affidavit upon admission.
- Committees for Monitoring: College and University Committees will monitor and enforce anti-defacement rules.
- Penalties: Violations can lead to fines up to ₹25,000, suspension, or even rustication from college. Candidates must promptly remove offending materials and may have to file police reports if needed.
- Campaign Restrictions: Only handmade posters are acceptable (no printed pamphlets/posters).
- Restricted Entry: Outsider entry is restricted. Biometric or facial recognition systems will likely be present to control campus access.
- Encouraged Electronic Campaigning: Physical campaign material use is controlled. Candidates must use electronic media and participate in organised debates.
- Dhol and Loudspeakers are unacceptable in the open/closed premises of the college/department/institute, or centre
- A portal relating to defacement issues will be available, and students can report violations of the guidelines.
