NOS Overseas Scholarship: Application form is open
The application form is open for grant of an overseas scholarship for pursuing higher studies or PhD. Interested candidates in this scholarship can apply. The scholarship is not meant for all candidates it is only meant for the Scheduled Castes, Denotified Nomadic and Semi-Nomadic Tribes, Landless Agricultural Labourers and Traditional Artisans category to obtain higher education viz., Master’s degree or Ph.D courses by studying abroad thereby improving their Economic and Social status.

The selection is a two-round process, and each candidate will pass the two rounds.
The award is a one-time affair and awardees cannot claim the award for a second time. The selection year period would be April-March of each year

Explanation
A landless agriculture labourer defines as an individual and their family members who do not own any property, land, or business and whose principal means of livelihood is manual labour on agricultural land.
The Traditional artisans are any individuals and their families who earn their livelihood through traditional artisanal practices

What is the eligibility?
The eligibility involves the age, educational qualification and Income. The details of these have been given below
Age
Not more than 35 years as on

Minimum Qualification
The candidate has secured at least 60% marks or equivalent grade in the qualifying examination.
In case of Ph D courses, the qualifying exam would be a Master’s Degree
For Master’s Degree courses, the qualifying examination would be a Bachelor’s Degree.
In case a student has completed a Bachelor’s of Engineering after completing a Diploma (Lateral Entry to 2nd year), the percentage of marks obtained in the Bachelor’s degree will be taken into account. For any University, the percentage would be calculated on the basis of the marks obtained by the applicant in various semesters/ terms.
Marksheet
Candidate will provided the marksheet for all semeste. Wherein the University provides only the CGPA and not the numerical marks, a formula for conversion of CGPA to numerical marks bearing authentication by the University should invariably be provided.
If the candidate does not submit marksheets for all semesters/terms with the application form, the candidate will face rejection. It also applies to the formula of conversion of CGPA by the applicant with his application form, candidate will face rejection in this case. No representations, in this regard, in either case will be entertained.
Age
Not more than 35 (Thirty Five) years, as on the first day of April for the selection year.
Income
Should not be more than 8 Lakh Per Annum
Family Income
“The candidate applying for scholarship, his/her parents and siblings below the age of 18 years, his/her spouse and also children below the age of 18 years.
Not more than two children of the same parents/guardians will be eligible for a scholarship under the scheme and candidate will submit a self-certification to this effect. The ministry or department will consider the second child of the same parents/guardians only if slots are still available in the last cycle of the year in which the applicant has applied.
Selection Procedure
There will be two round of selection and merit list will be out for every round
The candidates holding an offer letter from the higher ranked University/ Institution will get higher rank in the merit list
Student can be declared defaulter
Yes the candidate or awardee can face a defaulter tag if he/she does not complete the course successfully. And he/she will own the liability to refund the entire amount spent on candidate, alongwith interest.
Exemption of Penalty
There is a provision of exemption. The ministry can consider exempting the candidate if the guide or head of department of the candidate certifies that the candidate has not been found wanting in his/her commitment/dedication/attention to studies, then the Ministry shall have the right to exempt him/her from the penalty clause of defaulter under the Scheme. The Indian Missions, in all such cases, will provide the return air passage to India by the shortest route and economy class.

Balmer Lawrie & Company Limited (BLCL), Ashok Travels & Tours (ATT), Indian Railways Catering and Tourism Corporation Ltd (IRCTC) with the condition that the ticket purchased must be of economy class/shortest route on the date of booking. b) The choice of the travel agent for booking of the ticket is left open to the awardees. No Booking charges/excess baggage/cancellation charges & other add-ons reimbursed to awardees. c) The awardees will claim reimbursement of airfare from the respective Indian Mission abroad after joining the University and providing joining report from the University. d) The conditions will be effective from 1st Jan, 2022. e) The Indian Mission will book the return tickets | |

Stay Extension
The ministry can consider candidate stay extension beyond the prescribed limit without the financial assistance except the air fare to return to India The extension of stay beyond prescribed period for levels of courses as mentioned if and only if recommendation of the competent concerned authority in the educational institution/ university as well as the Indian Mission abroad receives certifying that such an overstay for a specified period, is essential for facilitating the candidate to complete the course. The final decision in this regard will, however, rest with the Government of India alone.
