MPhil is not a recognized degree: UGC-The University Grants Commission (UGC) has issued a notice regarding MPhil degrees offered by various government and private universities. The UGC has issued a notice to all universities not to offer fresh admission to the MPhil programme since it is not recognised by the commission.

UGC also directed the universities to stop admissions to the MPhil programme for the 2023-24 academic year.

It has come to the attention of the UGC that certain universities are currently accepting new applications for the MPhil (Master of Philosophy) program. However, it is important to note that the MPhil degree is not recognized according to the Regulation No 14 of the UGC (Minimum Standards and Procedures for Award of PhD Degree) Regulations 2022. The notice explicitly states that higher educational institutions are prohibited from offering the MPhil program.

The UGC previously decreed that any foreign higher educational institution (HEI) must obtain prior approval from the commission before offering any programmes in India..

The regulations also mandate that the HEls shall not offer programmes under any franchise arrangement and that such programmes shall not be recognised by the UGC. This includes twinning programmes, joint degrees, and dual degree programmes.

“The University Grants Commission has observed and has been informed that many HEls/colleges have entered into collaborative agreements/arrangements with foreign-based educational institutions/providers not recognised by the Commission and have been facilitating the issuance of degrees to the students enrolled in those institutions/college from such foreign-based educational,” the notice read.

The Gazette reads

A 1-year/2-semester master’s degree programme after a 4-year/8-semester bachelor’s degree programme or a 2-year/4-semester master’s degree programme after a 3-year bachelor’s degree programme or qualifications declared equivalent to the master’s degree by the corresponding statutory regulatory body, with at least 55% marks in aggregate or its equivalent grade in a point scale wherever grading system is followed
