Admission Process

Admission to the Diploma Engineering Admission 2026 is conducted through online off-campus counselling.

Selection Criteria

Admissions are based on the Inter-se-Merit/Rank prepared from the percentage of marks obtained in the Secondary School Examination (Class 10/Matriculation) or an equivalent qualifying examination.

Only candidates who:

  • Successfully submit the online application form, and
  • Complete the online verification and confirmation of their application within the prescribed deadline,

will be assigned an Inter-se-Merit/Rank. This merit rank will be used for seat allotment during the online counselling process.

Important Instructions for Institute Level Manual Counselling 2026 (Government & Government-Aided Polytechnics)

Government and Government-Aided Polytechnics (Aided branches only) must follow these guidelines while conducting Institute Level Manual Counselling for Diploma Engineering and Diploma Engineering Lateral Entry admissions:

  • Polytechnics must widely publicize the institute-level counselling, including admissions under TFW, EWS, HGST, KM, SDB, MAR, and HARIHAR categories.
  • Applications and required documents, such as qualifying certificates, category certificates, income and asset certificate, and PPP ID, will be collected by the respective polytechnic.
  • The counselling schedule and fresh merit list must be published on the institute’s official website along with contact details of the admission team.
  • Admissions will be based on a fresh Inter-se-Merit/Rank prepared by the concerned polytechnic. The HSTES centralized counselling merit will not be used for institute-level admissions.
  • Candidates must pay the prescribed admission fee as mentioned in the Diploma Prospectus 2026 after seat allotment.
  • If a candidate has already secured a seat through centralized or institute-level counselling, the previously allotted seat must be cancelled before a new admission is granted.
  • After document verification, institutes must issue a provisional admission slip and upload the admission details on the HSTES intra portal immediately.
  • Admissions will be made only against the officially notified vacant seats. Internal branch sliding is not allowed, although already admitted candidates may participate in later manual counselling rounds for admission to another branch in the same polytechnic.
  • All counselling, admissions, and online data uploads must be completed before the final admission cut-off date mentioned in the Diploma Prospectus 2026.
  • The Principal of the polytechnic must certify that all admissions have been made strictly on merit and will be responsible for any legal or court-related issues arising from the admission process.

Special Category Admission Procedure for Diploma Engineering Admission 2026 & Lateral Entry 2026 (Brief)

Government and Government-Aided Polytechnics will fill vacant seats under various special categories through Institute Level Manual Counselling before the final admission cut-off date, as per the Diploma Prospectus 2026.

  • Tuition Fee Waiver (TFW): Vacant TFW seats will be filled by the respective polytechnic through a committee constituted by the Principal. Admissions must be updated on the HSTES portal.
  • Economically Weaker Sections (EWS): Vacant EWS seats will also be filled at the institute level following the Diploma Prospectus guidelines, with admission details uploaded on the HSTES portal.
  • PM CARES for Children Scheme: Two supernumerary seats per branch are available in AICTE-approved institutions for eligible candidates. Admissions will be made during institute-level counselling after document verification.
  • HARIHAR Category: Vacant seats under the HARIHAR policy will be filled by the concerned polytechnic as per the prescribed guidelines and merit after verifying the required certificates.
  • HGST and KM Categories: Admissions will be based on a fresh Inter-se-Merit/Rank prepared by the respective polytechnic using the qualifying examination marks. Institutes will announce their own application schedule.
  • SDB (GP Morni) and MAR (GP Uttawar) Categories: Any remaining vacant seats will be filled by the respective polytechnics through a fair and transparent institute-level admission process as per the Diploma Prospectus 2026.

  • During the counselling on 10 July 2026, all remaining vacant reserved-category seats will be merged, and admissions will be offered purely on the basis of merit, irrespective of category.
