Exam paper leaks have become a serious concern for students preparing for government jobs, entrance examinations and university tests in India. India Recorded 65 Major Paper Leak Cases Since 2019

An analysis by India Today published in June 2024 identified 65 major examination paper-leak incidents between January 1, 2019 and June 25, 2024 across 19 states. The analysis was based on publicly available records and media reports and included cases where an FIR was registered, arrests were made or the examination was cancelled.

This works out to roughly 12 to 13 major reported cases per year during the period covered. However, this should not be treated as an official annual average because the data covers only reported major incidents and does not include every allegation or suspected leak.

The problem was particularly visible in Uttar Pradesh, which recorded eight cases in the analysis. Rajasthan and Maharashtra followed with seven cases each, while Bihar recorded six.

Recruitment Exams Account for a Large Share

Government recruitment examinations have been particularly vulnerable to paper leaks. According to an investigation by The Indian Express, 41 documented recruitment-exam paper leaks occurred across 15 states over a five-year period. These incidents affected approximately 1.4 crore job aspirants competing for more than one lakh government posts.

The investigation covered examinations including teacher eligibility tests, police recruitment exams, forest recruitment examinations and engineering recruitment tests.

The consequences for candidates can be severe. In several cases, examinations were cancelled and students had to wait months or even years for another opportunity. The investigation found that in at least 15 cases, re-examinations were held almost a year after the original test, while some candidates were still waiting for a re-examination.

The NEET-UG 2024 controversy, in particular, brought the issue into national focus and triggered investigations into the alleged leak network.
